Close to the water the ground stays damp and the water table sits high, so a garage slab is under near-constant vapor pressure from below. That vapor has to go somewhere. Lay a sealed coating over a slab pushing moisture and it collects at the bond line as blisters, then lets go in patches. It is the most common reason a coastal epoxy floor fails early, and it has nothing to do with how hard the finish is.
So on the peninsula, Balboa and the Back Bay properties we test the slab for moisture and prime with a vapor barrier where it is warranted before any color goes down. Salt is the other factor — it comes in on the car, on the boat trailer, on wet gear — and a sealed floor stops it reaching the concrete and the rebar under it. Boat and tandem garages get the same treatment; the long narrow bays here are well suited to a single unbroken coated surface.
