There are effectively two Tustins, and they need different quotes. Tustin Legacy and the newer tracts around it are built on the redeveloped Marine Corps air station site, and their slabs are barely a decade old. Old Town and North Tustin are a great deal older.
On the Legacy side the concrete is in good condition, and the problem is not damage but curing compound. Builders spray a membrane onto a fresh pour to hold water in while it cures, and it stays on the surface afterwards. It is invisible, and it is a bond breaker. Epoxy applied over it sticks to the membrane rather than to the concrete, and the floor comes up as a sheet the first time a hot tire tests it. New slabs also hold construction moisture for longer than most people expect.
Old Town and North Tustin present the opposite problem: sound but long-used slabs, often with decades of oil driven into them, cracking through the joints, and on North Tustin's larger properties a detached workshop bay as well as the garage. Neither is a difficult job, but they are not the same job. We grind every slab regardless, which takes curing compound off a new pour and draws contamination out of an old one, then moisture test, fill and repair as that particular slab requires, and seal under UV-stable polyaspartic. Foot traffic at about 8 hours, cars at 48, and a 10-year material and craftsmanship warranty on both.
The same three systems cover both halves of the city. What changes between them is the preparation underneath, not the finish on top.
